The Director of Pharmacy Operations is a member of the Strategic Leadership Team (SLT) and provides the necessary vision and leadership to effectively motivate and direct the Department of Pharmacy in developing and achieving goals and objectives that are congruous with the values, mission, and strategic plan of Heart of Florida Health Center.  The Director can develop, evaluate, and propose clinical pharmacy programs to enhance current and future pharmacy services for the benefit of the community and the organization.

  • Must have a valid license to practice as a fully licensed Pharmacist in the state of Florida.
  • Must Possess a Doctor of Pharmacy Degree (PharmD)
  • At least five years of experience as a licensed pharmacist with 2 to 3 years of experience as a supervisor or manager.  340B Experience Highly Preferred.
  • Must possess excellent communication skills.
  • Able to stay calm and work well under pressure, maintaining focus in all situations.
  • Requires excellent leadership skills, business acumen and ability to effectively collaborate with a diverse multidisciplinary team of health care professionals.
  • Must demonstrate personal and professional commitment to the mission of Heart of Florida Health Center and its Mission Statement and the Achievement of Performance Standards and Principles of Practice.
  • Must have strong negotiation skills, and strong grasp of electronic medical records systems and pharmacy computer systems.

  • Responsible for recruiting and training health center pharmacy staff, including supervisory staff
  • Responsible for the supervision and development of departmental staff, including but not limited to performance appraisals, disciplinary actions, and position modifications as necessary.
  • Must be able to serve on interview panels and independently judge qualifications of applicants for assorted positions as requested.
  • Must be able to adhere to budgetary requirements of the department, adjusting as needed to maintain accountability to CEO

Essential Functions

  • Establishes methods of drug dispensing and quality/inventory control, maintain/improve clinical skills to provide optimal medication therapy management
  • Plans and monitors pharmacy activities, including but not limited to hiring, orienting, training, evaluating, disciplinary actions, and continuing education activities.
  • Designs and maintains in-house and contract pharmacy audit plan in compliance with the 340B program
  • Will ensure compliance with external agencies (Board of Pharmacy, DEA, HRSA, etc.) relevant to the requirements for provision of pharmacy services.
  • Maintains knowledge of the policy and procedural changes that affect the 340B program; Will attend relevant webinars, meetings/conferences, and remain active in the FACHC Pharmacy roundtable discussions that impart tools, resources, and information for the position.
  • Responsible for communication of all changes to Medicare, Medicaid and private insurer reimbursement for services/products that affect 340B status.
  • Acts as the primary contact/liaison between entity owned pharmacy and third-party administrator (TPA).
  • Monitors ordering processes and interact regularly with Wholesaler account managers to ensure we receive the most current pricing from wholesaler, analyze invoices, shipping, and inventory costs.
  • Must hold quarterly meetings required by Florida Board of Pharmacy and record/file minutes and attendance to ensure the Continuous Quality Improvement Program is upheld.
  • Create and amend Policy and Procedure Manual for the Pharmacy and the 340B program to ensure all compliance and operational actions are being followed.
  • Agrees to build out and operationalize new pharmacies as deemed necessary for the growth and/or expansion of HFHC.
  • Be knowledgeable of the pharmacy benefit plans/prescription drug benefits applicable to the local community.
  • Serve on various committees and represent pharmacy services as the technical expert and resource for pharmaceutical matters.
  • Build effective relationships with other healthcare professionals and departments within HFHC and participate in activities related to the Pharmacy & Therapeutics Committee and formulary management.
  • Responsible for recruiting and overseeing health center pharmacy managers and coordinators for the 340B program.   Prepares pre-audit activities to ensure successful outcome.
  • Manages purchasing, receiving, and inventory control processing for HFHC pharmacy.  Will collaborate and meet regularly with Accounting/Finance to cross reference and validate all financial reporting for the pharmacy.  Ensure all pharmacy physical assets and drugs are secured, electronically as well as physically.
  • Provides active financial stewardship of multiple, complex pharmacy contracts for pharmacy sites.
  • Develops, manages, and monitors budgets for pharmaceutical services provided by HFHC.
  • Develops, evaluates, and proposes clinical pharmacy programs to enhance current and future pharmaceutical services throughout the organization.
  • Anticipate potential problems and develop plans to prevent crisis from occurring and develop rapid response plans as needed.
  • Develop and recommend policies, procedures, rules, and protocols for pharmacy services
  • The Pharmacy Director performs other duties as assigned or required by CEO.

  • While performing the duties of this job, the employee is regularly required to talk and hear.
  • This position is very active and requires standing, walking, bending, kneeling, and stooping all day, but may also involve long periods of sitting or computer-based work.
  • This employee must frequently lift and/or move items over 30 pounds.
  • Must be able to lift, carry and handle equipment, supplies and other work site materials according to position requirements.
